A number of staff changes have taken place at Hughenden Parish Council. The minutes of the relevant Council meetings have now been approved and will go on HPC’s website, so I can tell you what the changes are.
Council resolved on 11 February 2025 to terminate the contract of Marina Yaseen. Ms. Yaseen was appointed to HPC as from 2 December 2024 as its Chief Officer. Her last day of employment with HPC was 21 February 2025.
Council met yesterday at 6.30 pm for an Extraordinary meeting to consider options arising from the departure of the Chief Officer.
Item 5.1 on the agenda proposed appointing Louise Steele with immediate effect as Responsible Financial Officer. Item 5.2 proposed confirming an extension of the engagement of the Consultant, Philip Truppin, to 30 June 2025.
When we came to these items on the agenda, I said I thought Mr Truppin, who was at the meeting to take the minutes, had an interest in Item 5.1 and 5.2.
I thought he had an interest in item 5.1 because Ms Steele is a director of the company which employs Mr Truppin, and he had an interest in Item 5.2 because Mr Truppin had a direct financial interest in the Council’s decision on this item.
Mr Truppin lost his temper and shouted at me asking me how I dared to say he had an interest. Mr Truppin has shouted at me many times before this and I have told Council that I find this behaviour unacceptable. I have informed Council in the past that if shouted at me again I would simply leave the meeting.
So, I told Council at the meeting yesterday that I found Mr Truppin’s behaviour unacceptable, picked up my papers, put my coat on and left the meeting.
Mr Truppin continued shouting at me as I left.
My departure made the meeting inquorate so no decisions could be taken.

I returned for the Extraordinary meeting of the Finance Committee meeting at 7.30pm when someone other than Mr Truppin took the minutes. It was a normal meeting with nothing much to report.
Marilyn Heybourn has also left HPC. She resigned on 6 January and her last day was 5 February 2025. Ms Heybourn was HPC’s Burial and Allotments Officer and had worked for HPC since September 2023.
